This proposal for an international competition for housing in the squatter settlements in Daga Dagatan, Manila, focuses the personal energy of each family by providing permanent tenure on a plot of land. The line defining public and private space is formed by a concrete arcade that sets the layout of the streets and the hierarchy of open spaces. With utility services in place, inhabitants build according to their imagination and determination, creating spontaneous house plans. The plan’s ordered system of public spaces offers the greatest degree of individual flexibility. Houses reflect the owner’s response to silong (flooding), winds, sun, and views. With permanent tenure, a personal investment in craft and construction can develop over time.
